If these blood vessels close completely then it is called macular ischemia which leads to blurry vision with dark spots.

Proliferative Retinopathy: At this advanced stage, new blood vessels grow into the gel-like fluid in the retina that fills your eyes. This growth is called as neovascularization. These vessels are thin and can often bleed which causes scar tissue. This scar tissue is capable enough to pull the retina away from the back of the eye. This retinal detachment from the eye leads to permanent loss of vision.
